The directive calls for drawing times to be reduced from two to one a week and for winnings to be handled more transparently. It also prohibits informal football lotteries and the sale of lottery chances via short messaging services, according to the sources.

Despite its limitations, the government-run lottery is widely seen as a successful and ethical alternative to other forms of gambling. Aside from being a fun and rewarding activity, it is also an effective method of reducing social problems. Many people in the developing world rely on the profits of lotteries to meet basic needs and improve their quality of life.
