Officials in the communist country of Laos have been accused of rigging the national lottery system, with drawings for the state-owned TOTO being shown as often displaying numbers that are not included on purchased tickets. The government issued a directive on Aug. 17 requiring the Ministry of Finance, which oversees the state lottery, to work with other ministries to ensure greater transparency. The directive also mandates that the number of drawing times be reduced and that informal football lotteries and lottery chances sold by short messaging service be shut down.
