A government official speaking to RFA on condition of anonymity said that companies responsible for the national lottery include some with connections to the ruling elite. He added that the government does not disclose how much those business interests pay to cover the annual cost of the lottery’s work and does not inspect it.

In addition, New Zealand’s lotteries are controlled by an autonomous Crown entity, Lotto New Zealand, which distributes funds from the lottery profits to a variety of community and charity organizations, including Sport and Recreation New Zealand, Creative New Zealand, and the Film Commission. The organization is currently undergoing changes to its structure and business model in order to improve transparency and accountability. The new system is expected to be fully implemented in 2020.
