The state lottery agency in Laos is rigging its national lottery drawing results, sources in the communist country tell RFA’s Lao Service. The rigged drawings frequently show numbers that are deemed to be unlucky, thereby reducing the winning payouts. For instance, on Oct. 14 this year, the number 509 appeared on tickets sold throughout the day but disappeared from the drawing results at the last minute, a source said.
A provincial official speaking on condition of anonymity told RFA that businesses with a stake in the national lottery are run by people who have close ties to members of the ruling elite. He also questioned why the government does not take control of the national lottery, which is currently a private operation.
While gambling is illegal in the capital city of Hanoi, it is legal to play the lottery at many private clubs and venues in town. The state lottery offers a variety of prizes, including sports team drafts, luxury cars and apartments, and high-value artworks. Winnings are paid out in checks, less offsets and obligations, within 30 days of the draw date. You must present your winning ticket and proof of identity to claim a prize.
