A number of innovations have helped the lottery grow in popularity and profitability. For example, instant lottery tickets were introduced in the 1970s, and keno and video lottery terminals have also become available. In the 1980s, state-run lotteries began offering a variety of games. These included traditional draw games, such as bingo and baccarat, as well as instant games, such as scratch-off tickets.

In Canada, the lottery is regulated by federal and provincial law. Until 1967, buying lottery tickets was illegal, until the Liberal federal government introduced an Omnibus Bill to bring up-to-date a number of obsolete laws. The bill was sponsored by the Minister of Justice, Pierre Trudeau.

Despite the legality of lottery play in Canada, it is not without its critics. In some cases, lottery officials have been accused of rigging the system to avoid large pay-outs. In October, for example, the winning number 509 on a national lottery drawing appeared only as a 5 on purchased tickets throughout the day of the drawing, but changed to a 9 shortly before the drawing took place. This is believed to have been an attempt to prevent large numbers of Lao buyers from purchasing tickets with this number, which is associated in the country with buffalo, a symbol of wealth and good fortune. The number was subsequently restored to its original form for the final drawing of that day.
