For example, the winning number of the Oct. 14 drawing, 509, vanished from purchased tickets after the official results were announced on radio and TV, and was replaced 10 minutes later by the number 662.
Private business interests with a stake in the national lottery are behind these manipulations, sources in Vientiane told RFA’s Lao Service. They pay a substantial fee to the government each year for the privilege of running the lottery, but the public is not told how much these companies take in in profit. The company officials involved with the lottery “have connections to the ruling elite,” a source said.
