The international lottery foundation ILLF pioneered Internet gaming, processing the first online lottery transaction in 1995. ILLF operates a network of websites, including the first instant scratchcard games on the Web, and supports charitable projects domestically and internationally. The ILLF is one of the few legitimate state-regulated lotteries on the Internet, and its sites offer players worldwide chances to win real cash prizes.

Although regulated, a lottery is still a game of chance and the odds of winning vary significantly from draw to draw. The odds of winning the jackpot are much greater than those of the smaller prizes, but even the biggest prize is not guaranteed. In addition, some jurisdictions have restrictions on who can participate in the lottery or what types of games are permitted. Some countries ban the game entirely, while others allow it to be conducted within certain limits.

Unlike other gambling activities, which are illegal in Laos, the government runs a legal state lottery that offers multiple prizes and draws every week. However, many state officials have allegedly been rigging the system to avoid large pay-outs. Drawings of the lottery have been showing numbers that disappear from purchased tickets or revealing numbers that are deemed unlucky, sources in Laos told RFA’s Lao Service.

Lao state officials speaking on condition of anonymity say private business interests with a stake in the lottery’s work include family members of national leaders, who have been seeking more money from the public to keep the lottery profitable. Lottery revenues dropped after the controversy began, despite several offers of new prizes.

In Canada, the national lottery includes four nationwide games: Lotto 6/49, Lotto Max (which replaced the former Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The provinces and territories run their own local lotteries as well. The Interprovincial Lottery Corporation oversees the provinces’ lotteries and administers the national games.

Winnings of up to $25,000, less offsets and obligations, are paid by check to winners at Lottery headquarters on the day they are claimed. For amounts higher than that, the winner must present a photo ID and proof of social security number or federal tax identification number at a lottery retailer or at the lottery headquarters to claim the prize. Lottery headquarters also offers a subscription program for winners who want to receive their prizes by mail. Subscribers must provide a valid address in order to receive their winnings. Subscription prizes up to $600 are automatically paid by mail. For prizes valued over $600, the winner must visit a lottery retailer to redeem the ticket or call the lottery headquarters.
