The history of lottery games is a long and complex one, spanning several centuries. During the early modern period, public lotteries began to appear as government-sponsored events in Europe and America. These lotteries usually had a fixed prize pool, and the winnings were often used for public services, such as education, health care, or infrastructure projects. Private lotteries were also common, with players paying a small fee to participate in the drawing and possibly winning a larger sum of money.
By the end of the 17th century, lotteries had reappeared in France, both as “public” ones for the Paris municipality (called Loterie de l’Hôtel de Ville) and as private lotteries for religious orders. The latter were more lucrative for players, with the top prize ranging from gold to horses. These privately run lotteries had a reputation for corruption, and many people were dissatisfied with their results. The public lotteries, however, continued to attract customers, and the revenues from these operations were a major source of state funding.
Despite their legality, public lotteries were controversial. They were criticized for the perceived incompetence of the officials in charge, and they were blamed for the increase in crime. In addition, the lottery’s popularity with the public increased the amount of money that the lottery accumulated. The lottery’s governing body, the National Commission for Lotteries, was created to oversee its operations and ensure that the public interest was served.
In 1967, the federal Liberal government sponsored an Omnibus Bill that sought to bring up-to-date a number of obsolete laws. Among other things, it inserted an amendment concerning lotteries. During this time Montreal mayor Jean Drapeau, trying to recover the costs of the World’s Fair and the new subway system, offered a “voluntary tax”. For $2.00 a player could win silver bars instead of cash, and to qualify for a second draw participants were required to correctly answer four questions about Montreal. The law was contested, but on September 14, 1968 the Quebec Appeal Court declared Drapeau’s tax legal.
Until recently, the Internet has been a fertile environment for lottery-style games. These websites provide users with access to a variety of games, and they often charge premiums on the base lottery prices. Nevertheless, the laws regulating these sites have not kept pace with the Internet’s rapid growth. As a result, many jurisdictions have banned them. Other countries have taken a more lenient approach to Internet gaming, and some have even legalized it. In the United States, for example, Internet lottery games are legal in 16 states and territories.
