Laos’ national lottery draws are being rigged by private business interests, according to some who play the thrice-weekly game. Numbers symbolic of the feline, a key animal in Lao culture, have appeared on the winning ticket four times in four months, raising questions about the honesty of the game. In one case the number 09 vanished from tickets purchased throughout a day of the drawing, only to be returned 10 minutes before the event took place, a lottery salesman told RFA’s Lao Service.
A government official, speaking on condition of anonymity, said that the companies responsible for running the lottery have connections to Lao political leaders. “The companies know what numbers are being bought by players and can manipulate them,” he added.
Laos has not yet established a legal framework for lottery operations. But a committee overseeing the national lottery is considering reducing the frequency of drawings to one per week in order to avoid such shenanigans. It is also considering a rule that would require the winning ticket to be presented before the drawing at the Retailer location where it was purchased. Currently, a ticket is considered void if it is stolen or mutilated. It must be redeemed within six months or a year of the drawing.
