The Australian government has no control over state-based lotteries, which are operated under a license at a state or territory level. There are a few licensed lottery re-sellers, including Netlotto Pty Ltd and Jumbo Interactive. In addition, GTech Corporation, a New York-based software company, administers 70% of the worldwide online and instant lottery market.

The first Internet-based lotteries, whose prizes were paid in cash and products rather than money, were launched in 1995 by the International Lottery Foundation (ILLF), a Liechtenstein-registered non-profit organization. ILLF is also credited with pioneering Internet gaming and processing the first online transaction, and it continues to operate a number of popular websites. It supports charitable projects and organizations domestically and internationally.
