For example, on October 14 this year, the winning number 509 disappeared from purchased tickets before the drawing was announced, only to reappear 10 minutes later as a different number, the source said.

Officials in the communist country are also accused of using private business interests to control the lottery’s operations. A caller to RFA’s Lao Service who spoke on condition of anonymity said that the companies responsible for the lottery include family members of top government officials. The government should resume control of the lottery, he added, so that its drawings can be trusted. In fact, the government does not know how much these businesses are paying in annual fees for the concession. Laos’s lottery is run by the government-owned National Lottery Office, but many people buy their tickets at private enterprises.
