He also argued that the taxes were not a violation of federal law because they were voluntary and were being used to support charitable projects.

The Laos lottery draws captivated participants with their promise of significant rewards. As the results of each draw were announced, ticket holders cross-referenced their entries and waited anxiously for a match that could result in a substantial windfall. In fact, the prize structure was so lucrative that many people tried to buy multiple tickets in the hope of boosting their chances of winning.
