Many of them are hoping to win the coveted number 9, which is associated with the buffalo and considered a symbol of good fortune in Lao culture.

The New Zealand Government operates a lottery through an autonomous Crown entity, Lotto New Zealand. Profits are distributed through the Lottery Grants Board to a range of community and sporting organisations. The Lottery Grants Board also distributes a portion of lottery profits to the Health Lottery.

Canada began a national lottery in 1967 when Montreal Mayor Jean Drapeau, seeking to recover some of the money spent on the World’s Fair and new subway system, announced a ‘voluntary tax’ that would allow people to purchase tickets for a chance to win silver bars. There was debate about whether or not this was a lottery, but the monthly draws went ahead without a hitch and attracted players from all over Canada and beyond.

However, sales were sluggish and by the nineteenth draw revenues had fallen to just $800 000. Eventually the federal Liberal government inserted an amendment to Canada’s Criminal Code that allowed provincial governments to run lotteries.

Several private business interests have operated lotteries in the country, including the state-owned TOTO. The TOTO jackpot currently stands at about $1.5 billion. However, lottery officials are accused of rigging the system to avoid paying out large sums of money. For example, in October this year the winning number, 509, vanished from purchased tickets and was subsequently changed to 5, RFA’s Lao Service learned. The change was made only 10 minutes before the lottery drawing, a source told RFA. The same issue has been raised by several other lottery buyers. The government has denied any rigging or manipulation of the draw process. RFA’s Ounkeo Souksavanh reported from Vientiane and Richard Finney in Washington.
