For example, on Oct. 14, the winning number 509 was shown only as a five on tickets sold throughout the day of the drawing, a source told RFA.
Gambling is illegal in Laos, but it is legal in Special Economic Zones leased out by the government to boost foreign trade. However, gamblers are able to play at many offshore casinos without the risk of getting caught.
