Laos has a national lottery, but officials there are accused of rigging the drawing system in order to avoid paying out large sums of money. For example, on Oct. 14 this year, the winning number 509 appeared on tickets only as 134 before changing to 09 minutes before the drawing, a source in the capital Vientiane told RFA’s Lao Service. The number is associated with buffalo, a symbol of luck in Laos. The number was reverted to 09 after large numbers of Lao lottery buyers demanded that it be included in the drawing.
