Lottery officials in the communist nation of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources there tell RFA’s Lao service. Drawings of the national lottery, which take place three times each week, often show numbers that disappear from purchased tickets or are deemed unlucky and not worthy of being picked, the sources say. For example, on Oct. 14, the number 134 appeared only as 5 on purchased tickets throughout the day of the lottery drawing, but was changed to 662 shortly before the drawing.
Before 1967 buying a ticket on a lottery was illegal in Canada, but that year the federal Liberal government introduced a special law called the Omnibus Bill to bring up to date a number of obsolete laws. Montreal Mayor Jean Drapeau, seeking to recover money spent on a World’s Fair and new subway system, offered a voluntary tax in the form of silver bars that could be exchanged for cash or entry into a lottery drawing with a top prize of $100,000.
In Vietnam, state-run lottery company Vietlott announced that two people shared the VND314.1 billion ($12.4 million) jackpot following Thursday’s draw. The winning tickets were sold in Ho Chi Minh City and neighboring Ba Ria-Vung Tau province. Vietlott prizes are structured so that players who match all four digits of the winning combination will see their stake multiplied by 6,000 times. Those who only match two of the numbers will see their bet multiplied by 500, turning a 1,000-kip wager into a 500,000-kip payout. Players in Vietnam can also place bets on overseas lotteries through the company’s website. They can also purchase tickets via mobile apps. The mobile apps also allow users to view previous results of a particular lottery draw. The company says it will continue to add more prizes to the game.
