A government official speaking on condition of anonymity echoed that view, saying that the lottery is not being run properly. “Private business interests should not be responsible for the national lottery, because they can’t be trusted,” he said. He added that government officials are not clear about how much the companies are paying for their annual concession, and that the public is not informed about how the money is being spent.

The Laos lottery’s prize structure is designed to encourage participation by offering significant payouts for matching a sequence of numbers. In the past, for example, those who matched all four of the winning numbers would see their bet multiplied by six million kip. This year the Laos lottery has dropped this prize, but participants can still win a substantial sum for matching two or three numbers, turning 1,000 kip into six million kip.

In Canada, lottery tickets are sold by the Interprovincial Lottery Corporation, a consortium of the five provincial/territorial lotteries owned and operated by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Nunavut). The company that runs the National Lottery in the UK is Camelot Group, which operates the EuroMillions pan-European lottery.
