Lottery officials in the communist nation of Laos are manipulating winning numbers to avoid large pay-outs, sources in the country tell RFA’s Lao service. Drawings are often marred by the disappearance of certain numbers or by the redrawing of numbers that were deemed unlucky. For example, the number 509 on Oct. 14 this year appeared as a 5 on tickets purchased throughout the day of the drawing, then vanished shortly before the drawing took place. The source said business interests with a stake in the lottery’s operations include people with connections to the nation’s ruling elite.
