Each game is operated by a provincial/territorial lottery commission: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). The commissions are responsible for the integrity of their games.

The prize structure of the Laos lottery is designed to encourage participation. A participant who matches all of the winning numbers will receive a substantial sum of money that is multipled by the amount of his or her wager. This incentive makes the lottery popular among people with limited incomes who are unable to afford the high cost of purchasing goods and services.
