Laos has no national lottery, but the government allows business interests with ties to the ruling elite to operate private lotteries. In some cases, lottery officials rig the system by changing winning numbers, sources say. For example, the winning number 509 in the Oct. 14 drawing appeared only as a 5, instead of the buffalo symbol associated with it, on ticket sales throughout the day, an RFA source told the program.
