Speculation swirled that the local branch of Thai firm Insee Trading Co Ltd, which runs the lottery, knew which numbers were chosen and could manipulate the draw. A lottery salesman told RFA’s Lao service that this was indeed the case.

Laos’s state-run lottery has been in operation since 1975, with the top prize/jackpot sometimes reaching more than a billion kip. It is the second largest in the region after Thailand’s, and has been praised for its social and charitable impact. Dr Zuckerman will explore the political, economic and moral history of the lottery in Laos since that time, and look at how the game is regulated. He will also examine what playing and choosing numbers means for ordinary people in the country.
