Lotteries are popular in many countries, and there are even a few online lottery sites where you can play your favorite lottery games. A lottery is a form of gambling in which a person can participate by paying a small amount of money to be entered into a drawing for a prize. Canada introduced a national lottery in 1967, when the federal Liberal government enacted a special law, called an Omnibus Bill, to update a number of obsolete laws. The Minister of Justice alleged that Montreal Mayor Jean Drapeau’s “voluntary tax” did not comply with the new law, but Drapeau countered that the taxes were in fact lotteries and that federal gambling laws did not apply to them.

In Laos, the only official public lotteries are the eléphante and xaphlin, which are operated by the state-owned Loterias y Apuestas del Estado. In addition, there are several independent lotteries in the country that offer a wide range of games. The country is divided into 17 administrative units, 16 of which are provinces and 1 is a prefecture. The provinces are further subdivided into districts (in lingua Lao: eikhwng, translitterato: Khweeng), and each district is subdivided into villages (in lingua Lao: baan, translitterato: mueang). Each village has a local lottery that is managed by its own administration. A few of the larger villages have provincial lotteries that are administered by the local governor and a provincial government. In addition to these provincial lotteries, there are a few regional and international lotteries.
