A caller to RFA’s Lao service complained that the Lao lottery is not managed by the government and that the business interests behind it have close ties to the country’s ruling elite. She alleged that the Thailand-based Insee Trading Company knows the numbers players choose and can manipulate the outcome of the drawings. She also questioned the weight of the lottery balls and said she saw some being heavier than others. Vilasack Phommaluck, the chairman of the lottery committee, dismissed the allegations as unfounded. Nevertheless, the number of complaints has grown and some players are now doubting whether the numbers are random at all.
