For example, the winning number 509 in an Oct. 14 drawing appeared as 5 on purchased tickets throughout the day of the drawing and was changed to a different number only 10 minutes before the draw was scheduled to occur.
The Lao National Lottery was launched in 1946, a few months after the Allied victory over Japan in World War II. It was established by Phetsarath Souvanna Phouma, a prominent leader of the pro-communist movement known as the Pathet Lao. He was a founding member of the ruling Communist Party of Laos and a close associate of king Sisavang Vong. He died in 1974. In his will, he left the lottery to the state-owned Lao National Bank. It is now the country’s single largest source of revenue.
