All winners must present a valid driver’s license or other form of identification to claim prizes. The names of the winners are published in national newspapers and the results are available on the lottery website. In the case of a tie, the winnings are split evenly.

In Laos, meanwhile, officials in the communist country’s state-run lottery have been accused of manipulating the system to prevent large pay-outs. Drawings sometimes show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen, sources in the capital Vientiane tell RFA. For example, the winning number 509 in an Oct. 14 drawing appeared as 5 on purchased tickets throughout the day of the drawing and was changed to a different number only 10 minutes before the draw was scheduled to occur.

The Lao National Lottery was launched in 1946, a few months after the Allied victory over Japan in World War II. It was established by Phetsarath Souvanna Phouma, a prominent leader of the pro-communist movement known as the Pathet Lao. He was a founding member of the ruling Communist Party of Laos and a close associate of king Sisavang Vong. He died in 1974. In his will, he left the lottery to the state-owned Lao National Bank. It is now the country’s single largest source of revenue.
