The government is rigging the national lottery system in the communist country of Laos to prevent large pay-outs, sources tell RFA’s Lao Service. The lottery’s drawing results often show numbers that vanish from purchased tickets, or that are deemed unlucky and unlikely to be chosen. The lottery officials are also attempting to avoid paying out larger amounts to people with winning tickets, the sources say. Private business interests are responsible for the lottery’s work, but the government has a stake in the company and should be overseeing the operation, one source says.
In the US, private lotteries were legal in the 19th century and a number of patents on new types of lottery games were issued. In addition, some lotteries were run by a variety of different organizations, including churches and civic groups. Today, many states regulate the sale of lottery tickets and the winnings are distributed to public education systems.
While the majority of lottery profits are collected by government agencies, some are used to fund public schools. These revenues have increased as the lottery industry has grown and become more popular. Many states now allow their residents to participate in the lottery through online and telephone services.

In 1967, Montreal Mayor Jean Drapeau attempted to recoup the cost of the World’s Fair and subway project by offering a voluntary lottery tax. The “tax” was offered for $2.00 and would qualify players to enter a draw with a $100,000 prize. In order to be eligible, a player had to correctly answer four questions about Montreal in a quiz. The tax was not successful.
