Lotteries are government-regulated, privately owned games of chance with the purpose of raising money for various public purposes. They may be conducted as a state or national lottery, or as local community-based projects such as building schools. In addition, they are often offered as a way for the public to buy into private organizations such as sports teams and horse races. Lottery games are a common source of revenue for many states and municipalities. In the United States, the first federally sanctioned lottery was held in 1788. Since then, several state governments have enacted laws to regulate the industry. The largest lottery operator in the world is GTech Corporation, which operates a number of websites offering online and instant win games. The company also pioneered Internet gaming, processing the first transaction in 1995 and introducing the first instant scratch card games.

In Canada, there are four nationwide lotteries operated by interprovincial corporations – Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Nunavut). All of the lottery operators operate under a state licence. In Australia, there are two licensed re-sellers of Australian lottery products – Netlotto Pty Ltd and Jumbo Interactive.

In Laos, a slew of questions have been raised about the honesty of the national lottery after the feline symbol appeared in the winning numbers for the national drawing in four consecutive months. The cat is considered one of the country’s lucky numbers, and a Vientiane resident who follows the lottery told RFA’s Lao Service that it seems like officials are manipulating the system to avoid paying large pay-outs. A finance ministry official on the committee that oversees the lottery, Vilasack Phommaluck, said he didn’t believe the allegations and that the company double checks all the numbers that appear in the winning numbers. He added that the ministry is considering cutting the drawing back to once a week, but that it depends on what changes are needed to restore public faith in the game. He said the committee is also investigating whether some of the numbers that have appeared in the winning number have been blocked from being sold to reduce chances of manipulation. But he stressed that the steering committee doesn’t have the authority to block certain numbers or prevent a company from selling them. The committee will make its decision based on the recommendations of a working group that includes representatives from the lottery and other state agencies. The working group is expected to issue its report in late June. It will then submit its recommendations to the steering committee. The steering committee will then decide on whether to change the regulations and if so, by when. If a change is made, the new rules will be published in early July. The public will then be able to play the lottery online. The new regulations will include a minimum age of 18 and a limit on the total amount that can be won.
