Officials in the communist state of Laos are rigging the national lottery by manipulating drawing results to avoid large payouts, sources tell RFA’s Lao Service. The public is not told how much these private business interests pay the government for their stake in the lottery, nor is it known whether they are properly managing the money. The lottery should be 100 percent owned and managed by the government, the sources say.
