This amendment allowed the provinces to legally operate lottery systems, and Montreal mayor Jean Drapeau took advantage of this change. The city announced a lottery that consisted of silver bars instead of money and required players to correctly answer four questions about Montreal in order to qualify. This lottery was not a true lottery because participants were not paying for a chance to win money, but rather participating in a voluntary tax in exchange for the opportunity to be eligible for a prize. The city raised just over $100,000 from this lottery. However, sales soon dwindled and the revenue fell to about $800,000. This was due to the perception that the lottery was illegal.
