The lottery was a success and generated millions of dollars in revenues, which were used to improve the welfare of the people. However, since the early 1990s, the lottery has been facing significant challenges due to a decline in ticket sales, fraud, and illegal gambling activities.

The first lottery was organized in France by King Francis I around 1505, but it was forbidden for two centuries until it reappeared at the end of the seventeenth century as a public lottery for the municipality of Paris (Lottery de L’Hotel de Ville) and private ones for religious orders. In 1969 an amendment to Canada’s Criminal Code allowed the provinces to legally operate lottery systems.

In Canada, the four nationwide lotteries are the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). Each has its own website. In addition to these lotteries, the ILLF operates the Internet’s first and oldest online lottery, PLUS Lotto, as well as the first instant scratchcard games on the Internet. It also supports charitable projects both domestically and internationally. Unlike in the United States, the winnings from lotteries are not taxed in Canada.
