A caller from Laos told RFA’s Lao Service that private business interests have a stake in the lottery. “These companies know the numbers that people choose and they can manipulate the results,” he said. “So the government should resume control of the national lottery and not leave it to these private business interests.”

The caller also noted that the companies that run the lottery are owned by people from the ruling elite, and he questioned how much money those individuals receive from the lottery. In addition, he cited allegations that a number of the lottery’s officials have connections to gangs involved in the drug trade.

A Finance Ministry official serving on the committee that oversees the lottery told RFA that some changes were made in response to the questions raised by the caller. He said the company may change some of its policies to restore faith in the game. For example, he said, the ministry may cut back on the number of drawings to one time per week.

New Zealand has a national lottery, called Lotto. The profits from the lottery are distributed by an autonomous Crown entity, the Lottery Grants Board, to charities and community organizations. These include Sport and Recreation New Zealand, Creative New Zealand, and the Film Commission. The total prize pool is around NZ$5 billion. Lottery winners must present identification and proof of their social security or tax ID number in order to claim prizes over $600. Retailers who redeem winning tickets are obligated to check the ticket against the winner list for the correct name and numbers before they can cash it.
