Despite the fact that the Minister of Justice argued that this was not a lottery, Drapeau defended his decision by saying that the “tax” did not violate federal law. The monthly draws were held without a hitch, and participants from Canada, the United States, Europe, and Asia took part.

During the Vietnam war, many North Vietnamese people fled to the West in order to escape persecution from the communist regime. This led to a massive influx of refugees in the Allied countries, including the United States. In addition to helping their fellow countrymen, these refugees helped to fuel the anti-communist sentiment that existed in the Allied countries.

During the early 1980s, as the United States and Vietnam began to reintegrate, many of these refugees were placed in refugee camps in Thailand, Hong Kong, the Philippines, and Malaysia. Eventually, some were relocated to the United States as resettlement refugees. During the 1990s, some were even sent back to their homeland in the hopes that they would be able to contribute more to their communities. However, they were often unable to support themselves and were left living in destitution. Moreover, many were abused by the local police and subjected to sexual violence. This made the situation worse for them. As a result, some were forced to return to the camps in order to survive.
