Two people will share a record-breaking jackpot of VND314.1 billion (US$12.4 million) after Thursday’s drawing of the state-run Vietlott lottery. The winners were each issued a jackpot 1 ticket in Ho Chi Minh City and one jackpot 2 ticket in neighboring Ba Ria-Vung Tau Province. The previous highest jackpot was VND34.1 billion in 2013. Earlier this year, lottery officials in Laos were accused of manipulating winning numbers to avoid large pay-outs. Lottery officials say they are taking measures to prevent further rigging of the lottery. However, the alleged practice is common in communist countries, where lottery prizes have been used to buy arms and drugs.
