A lucky lottery winner is giving his or her winnings to a friend whose health condition he or she has been treating. Forty-six-year-old Cheng Saephan of Portland, Oregon, won the Powerball lottery in early April and plans to give half of his or her prize money to a friend who has had cancer for eight years. The couple also has a baby on the way, which makes their decision all the more heartwarming. Under Oregon law, winners must come forward to claim their prizes, so their identities will be revealed.

Online lottery is an important source of revenue for many governments around the world, although laws related to the game have yet to keep pace with changes in technology and online gambling services. In the United States, online lotteries are operated by a handful of private companies under license from state regulators. Some offer multi-draw games such as the Powerball, while others focus on scratch-off and instant tickets. In addition to online sales, some offer mobile apps for playing the lottery on the go.

In the UK, the National Lottery is run by the government but most players buy tickets from independent retailers. There are also private operators, including the Camelot Group, which runs the UK’s biggest jackpot games. Other international lotteries include the New Zealand Lottery and Australian state-government licensed operator, Tatts Group.

Lottery tickets are void if they are stolen, unissued, illegible, altered in any way, defective or incomplete. Retailers will validate a ticket before the drawing and will not accept a damaged, mutilated or forged ticket.

A number of governments use the proceeds from their lottery to fund public programs. For example, the American state of California uses some of its lottery proceeds to fund public education systems. The state government also offers educational scholarships and grants to its citizens.

In Canada, there are multiple state-run lotteries, including the Ontario Provincial Lottery and the British Columbia Lottery Corporation. There are also two federally-licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive, that sell tickets on behalf of the Canadian federal lottery. In Australia, the country has a state-government-operated national lottery, called Lotto, plus various games such as Set for Life and Oz Lotto. Private companies, including the Australian Lottery Company and the IGTC, operate the country’s other state-based games. The New Zealand Lottery operates under a crown entity status and the profits are distributed by the New Zealand Lottery Grants Board to a variety of community and sporting groups. New Zealand also has a health lottery.
