A Laotian immigrant who has fought cancer for eight years will share hundreds of millions of dollars with a friend after winning a lottery game in Oregon. Forty-six-year-old Cheng Saephan of Portland won a jackpot prize of more than $340 million. His win is one of the largest jackpots in US history.

In the early 19th century, private lotteries were common. They were typically organized by religious groups or charitable organizations. They offered small prizes, such as silver bars or land, to players who correctly answered questions about the city in which they lived. These types of lotteries became popular in the United States and were often called “lucky numbers.” The first official state-run lottery was established by the Quebec government in 1967. It was a part of a bill (an Omnibus Bill) that brought up to date a number of obsolete laws.

Some lottery players have doubts about the fairness of the system. They say that the business interests that run the lottery know the numbers that people choose and can manipulate the results to their advantage. They have also questioned the weight of the balls used in the drawing process. A Lao national who follows the lottery told RFA that he suspects some of the balls are heavier than others and may fall into the hole more quickly.

Another concern is that the lottery is being controlled by businesses that have links to the ruling elite. A caller to RFA’s Lao Service said that many of the companies involved in the lottery have close ties to members of the country’s top leadership. He also argued that the lottery should be 100 percent managed by the government, because private business interests can’t be trusted.

Several changes were made to the game in response to earlier criticisms. Vilasack Phommaluck, a Finance Ministry official who serves on the committee that oversees the lottery, said some of the previous complaints had been addressed by adjusting how the lottery works and adding more checkpoints to prevent tampering. But he added that more changes would be needed to restore public confidence in the game.

The lottery is a game of chance where you can bet on one or more numbers in order to win a cash prize. You can buy tickets at your local grocery store or convenience store.
