Lottery online is a form of gambling where players place bets on the outcome of a lottery drawing. The winning numbers are then randomly selected by a computer program. Sources in the communist country tell RFA’s Lao Service that officials are rigging the lottery, manipulating the results to avoid large pay-outs. They say the drawing results frequently show numbers that do not appear on purchased tickets and are deemed unlucky by locals. For example, on Oct. 14, the winning number 509 appeared only as 5 on tickets sold throughout the day of the drawing. But 10 minutes before the drawing, the radio announcer suddenly changed the number to 134, sources said.

The government-authorized International Lottery Foundation in Liechtenstein pioneered Internet gaming and processed the first online lottery transaction in 1995. The organization operates several websites, including PLUSLOTTO and InstantLOTTERY, which offer a variety of games. It also supports charitable projects and organizations domestically and internationally. It has won numerous US patents in the field of gaming. In the late 20th century, it started to license a number of private companies that operated online lottery games. These companies, known as “lottery providers,” were licensed by the ILF to operate its brands. In 2006, the ILF received an additional license from the federal government to operate its online lottery website.
