The first national lotteries were established in the United States in 1886, when New York state legalized them to promote economic development. There were arguments both in Ottawa and Quebec City about whether this was actually a lottery, but the federal court ruled that it did not contravene the law. The silver bars were a symbol of the city rather than money, and players were asked to answer four questions about Montreal. The judge decided that the tax was not a lottery because it did not affect the right of citizens to free movement within the country, and that there was no violation of provincial or municipal law requiring the collection of taxes.

Gambling is technically illegal in Laos, but it takes place in Special Economic Zones that are leased by the government to boost foreign trade. The majority of companies responsible for the lotteries are owned by members of the ruling elite, and some have close ties to national leaders. One of them, speaking on condition of anonymity to RFA, said that the company which manages the national lottery was not transparent. He noted that the number 134, which was a popular choice among players, was changed to 662 only an hour before the drawing took place.
