The most successful of these is GTech Corporation, which administers 70 percent of the world’s lottery and instant games business.

Whether or not the game is legal depends on state law, as well as the rules and regulations established by the lottery commission. In Canada, there are four nationwide lotteries operated by the Interprovincial Lottery Corporation: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon). A fifth regional lottery operator, the Great Canadian Lottery, is independent of the provincial/territorial Lottery Commissions.

A caller from Laos told RFA that private business interests should not be responsible for the national lottery, and the drawings should be supervised by the government. The caller said he believes the annual cost of running the lottery is not transparent to the public.

In Australia, the Lottery is operated by the government-owned Tatts Group, which has licensed re-sellers in each State and Territory. The Australian lottery also sells its products through the Internet, with two licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive.
