The national lottery in Laos is rigged, officials are avoiding large pay-outs to ordinary citizens, and the country’s lottery website isn’t working properly, RFA’s Lao Service has learned. A source familiar with the situation said that lottery results in recent weeks have shown numbers disappearing from purchased tickets. In one case, a ticket with the number 509 appeared as only a five on Oct. 14 after the winning drawing had taken place. Throughout the day, access to this number was blocked on the national lottery’s website. The number was later changed to 662, the source said.
The source added that private business interests with connections to the government control the national lottery. He spoke on condition of anonymity. “They are not transparent about how much they pay the government each year for this concession and no one ever inspects them,” he said. “Private business interests should not be responsible for the national lottery, because the drawings can’t be trusted.”
