Each of these corporations offers multiple games to its customers.

Laotian lottery officials are rigging the system and manipulating winning numbers in order to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Drawings have been shown to include numbers that vanish from purchased tickets or are deemed unlucky and therefore unlikely to be chosen, a source said.

The government official speaking on condition of anonymity said private business interests with a stake in the lottery’s work include family members of top national leaders. He said the government should resume control of the lottery, which it has leased to private businesses since 1967. The lottery is the only way the government can raise money for its infrastructure, he added.
