Throughout the centuries, lotteries have been a popular source of entertainment and recreation. They first appeared in Europe in the 15th and 16th centuries, as public lotteries for Paris residents and as private ones for religious purposes. In the 19th century, a number of private lotteries became legal in the United States. In the 20th century, instant lottery tickets—more commonly known as scratch-off tickets—became a major source of US lottery revenue.

Lottery officials in the communist country of Laos are rigging the national lottery system, according to RFA’s sources in the capital, Vientiane. The numbers 509, for example, appear only as 5 on purchased tickets but show up as the winning number in the weekly drawings.
