Laos is a communist country and has no national lotteries. But officials have been accused of rigging the system. Winning numbers appear as other symbols on purchased tickets or disappear after the drawings, according to RFA’s Lao Service. For example, the winning number 509 in a recent lottery drawing appeared only as a number on some tickets sold on Oct. 14, but not on others.

A Laotian immigrant in Oregon is sharing a multimillion-dollar lottery prize with a friend. Cheng Saephan, 46, won the Powerball lottery on April 4. He said he and his wife, Duanpen, will take half the money and give the rest to his longtime friend, 55-year-old Laiza Chao.
