Sources in the communist nation of Laos say lottery officials are rigging the system, manipulating winning numbers to avoid large pay-outs. Drawings often show numbers that are either impossible to buy or that disappear from purchased tickets during the day of a drawing. For example, on Oct. 14 this year, the winning number 509 disappeared from tickets purchased throughout the day after it was deemed unlucky.

In France, lotteries were first established in the 17th century as public lotteries for the city of Paris and private ones for religious orders. Despite their legal status, they were banned during the French Revolution, but they reappeared in 1805, when the government began to tax players on their winnings. By the early 19th century, US patents had been granted on new types of lotteries.
