A man from Laos who immigrated to the United States says he will share hundreds of millions of dollars with a friend after winning the Powerball lottery. Cheng Saephan says he and his wife will take half the prize money, while the rest will be given to a friend who chipped in $100 to buy tickets with them. The winner made his announcement in Portland at a news conference Monday. He spoke in his native tongue and wore a sash identifying himself as an Iu Mien, a Southeast Asian ethnic group that helped American forces during the Vietnam War.
Canada used to have a single nationwide lottery, but in 1967 the federal Liberal government inserted an amendment into an Omnibus Bill that was intended to bring up-to-date a number of outdated laws.
