A lottery is a game of chance wherein a number or combination of numbers is drawn to determine a winner. It was won by a Portland, Oregon couple in March, who plan to split the winnings between themselves and their friend. The family is one of tens of thousands of Iu Mien immigrants who emigrated to the West Coast area in the 1950s and 1960s, building communities with Buddhist temples, Baptist churches, social organizations and businesses.

There were questions about the honesty of the lottery earlier this year when three consecutive winning numbers—354, 314 and 567—were symbols of Felis catus, the national animal. A source in Vientiane told RFA that access to the winning number was shut down on August 10, then restored only a few minutes before the drawing, and again on October 10. Vilasack Phommaluck, an official from the Finance Ministry who serves on the committee that oversees the lottery, said changing the results of a drawing is not in his purview. However, he said, the committee might reduce the frequency of drawings to once or twice per week in order to restore faith in the game.

There are many benefits to playing the Laos Lottery. Unlike traditional scratch cards, which have low payouts, the Laos Lottery allows players to choose any of the 69 numbers and win a prize ranging from 1 million kip to over 10 million kip. In addition, the ticket is completely free of charge and can be used on any mobile phone, making it a popular choice among Laotians. This is in contrast to the other major lotteries, which require players to purchase a physical ticket for each draw. The only requirement is that the player be 18 years old or older.
