In Canada, the issue of lottery online was brought up in an Omnibus Bill that aimed to bring outdated laws into the 21st century. The proposal included an amendment concerning lotteries, but it was ultimately removed from the bill by the federal Liberals. This was due to a campaign waged by Montreal Mayor Jean Drapeau, who launched a “voluntary tax” on the city’s residents in an attempt to recover money spent on the World’s Fair and new subway system. The tax was controversial for two reasons: it was a voluntary tax, and the prizes were awarded in the form of silver bars instead of cash. Despite this, the monthly lottery draws went ahead without a hitch. The Quebec Appeal Court later declared the tax illegal, but Drapeau vowed to fight on.
