While the winnings are a huge boost for the two winners, it will not change their lives drastically. The couple will continue to live in the Portland area. Saephan said he plans to buy a new house and car with the money. He also wants to help his family back in Laos, where he was born and raised.

During the communist regime in Laos, the national lottery was used to fund public services, and large portions of the prize money were distributed to the poor. However, the current administration has moved to privatize the lottery and reduce the prize money, a move that has angered many in the country.

Laos has a number of local lotteries, but the state-owned Loterias y Apuestas del Estado operates the most popular national lottery. The top prize is worth about $2.4 billion, but only a few winning tickets are ever awarded. Some people allege that officials are rigging the lottery to avoid having to make large pay-outs. For example, the winning number for the Oct. 14 drawing—509—appeared as a 5 on purchased tickets before the drawing and only changed to a 9 an hour before it was announced, a source told RFA’s Lao Service.
