In Laos, the government is trying to rein in these private businesses, but it is not yet clear how successful its efforts will be. One caller to RFA’s Lao Service said that private business interests with a stake in the national lottery include families of Laotian leaders, including former Prime Minister Thongsing and former President Khamtay Siphandone. He added that the lottery should be managed entirely by the government, because private businesses can’t be trusted to run it fairly.
One of the largest lotteries in the world is operated by Liechtenstein’s government, and is governed by a public foundation. The International Lottery in Liechtenstein Foundation (ILLF) has been a pioneer in Internet gaming, and launched the first online lottery in 1995. The ILLF’s websites, which operate under several brands, process more than 90 million online transactions annually. The ILLF also supports charitable projects and organizations domestically and internationally.
The earliest lotteries were organized by municipal authorities in ancient Greece and Rome. In the modern period, however, lotteries have generally been established by national governments or governmental agencies. In Canada, for example, the lottery is overseen by provincial and territorial governments. The Interprovincial Lottery Corporation operates four nationwide lotteries: Lotto 6/49, Lotto Max, and Daily Grand. The company is owned by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon).
Lotteries in many countries have become a popular form of entertainment. The most famous is the National Lottery in the United Kingdom, which draws millions of entries each week and offers a top prize of up to £250 million. Similarly, the EuroMillions lottery is a pan-European lottery organized by the Camelot Group. In addition to operating the National Lottery, the Camelot Group has also developed a number of other European lotteries.
Until 1967, buying a lottery ticket in Canada was illegal. That year, the federal Liberal government introduced a special law called an Omnibus Bill that was designed to update a number of outdated laws. The bill included an amendment allowing provinces to operate a lottery. This was a big step forward for the Canadian gaming industry, which had been growing fast at that time. The bill was passed by both houses of parliament in June of 1967, and became law in September of that year.
