Saephan Saepeng said he is taking half the prize and giving the rest to his wife, Duanpen, and a friend from Laos who chipped in $100 to buy the winning ticket. The winner, who has not come forward publicly, faces a lengthy security and vetting process. The prize is the fourth-largest in Powerball history. The winner must remain anonymous to protect his or her privacy and prevent fraud.
