For instance, the number 509 appeared only as a 5 on tickets purchased throughout the day of Oct. 14 this year.

A caller from Laos who spoke on condition of anonymity argued that private business interests should not be responsible for the national lottery. He said the companies involved have links to the country’s ruling elite and should be supervised by the government. He also questioned whether the lottery drawings can be trusted, as they are not publicly inspected.
