Cheng Saephan is a 46-year-old Iu Mien immigrant from Laos who recently won a $1.3 billion Powerball jackpot in Oregon. He and his wife are splitting the lump sum payout, which will amount to about $422 million after federal and state taxes are taken out. They will also use some of the money to help family members and friends in Laos and elsewhere. Saephan’s win has raised awareness of the Iu Mien, a group that migrated to the U.S. as refugees after the end of the Vietnam War. The group has a strong presence in the Portland area, where there are Iu Mien schools, churches, social organizations and businesses.
